Well, no, there's no public discussion other than, "Ha-ha!". Off to the funny farm with you. Claiming that the US is using chemtrails secretly to counteract global warming sounds far-fetched. It's the one country that has the most trouble accepting global warming exists in the first place, and one of the worst offenders when it comes to polluting our air. (I just heard the conspiracist part of me whispering: "but that's exactly why they do it secretly, so they can prove they've been right all along, and you'd have to accept it".) As for things far-fetched: I'm an entertainment magician. We can go to such extreme lengths devising a method to fool someone, that someone else trying to figure out how it's done, won't consider possible methods due to their extreme convolution. "Too much work for its worth, " is the term I heard mr. Teller once use. Using that knowledge, I can safely claim that if the US is indeed using chemtrails in any way, I am one to believe that it's too much work for its worth. However, I do know of common methods using fire-extinguishing airplanes, where salt gets released into clouds, in order to make them rain, which helps fighting large forest fires. Not exactly chemtrails, but the closest thing to it that I could verifiably restate.

It's about as secret as my bum! All I had to do was look up and see it. There were dozens of lines up there at least. And I could see the artificial cloud slowly falling to the ground and onto my food and water. I could see a haze over the ocean. Maybe it was a good thing because it was hot as hell and the top of my head got burnt!

Well. Trails are one thing. Everyone who sees very fast airplanes may have seen those.
It's the "laden with chemicals" part that bothers me. Sure, kerosine I expect. That's a chemical.
How heavy is a laden swallow?
